SURVEY ON EFFECTIVENESS OF MEASURES “GUARANTEE FOR YOUTH”

Center for Peace, Non-violence and Human Rights – Osijek, Info-Center for Youth/PRONI – Center for social education from Osijek, Osijek Civic Initiative – O.C.I. and Project Civic Democratic Initiatives from Beli Manastir – P.C.D.I. research on the effectiveness of measures “Guarantee for Youth” in the region of Slavonia and Baranja. Monitoring is carried out in the framework of the project the IPA 2011 “Civil Society for Accountable Governance”.

We humble ask you to take a little time and fill out this anonymous survey.
The purpose and goal of the survey is to get an answer about the effectiveness of measures “Guarantee for the youth”. A measure “Guarantee for the Youth” is a new approach in addressing the issues of youth unemployment (up to 30 years old) in the interest of  fast labour market activation. More about the extent of the measures on the www.gzm.hr.

The survey consists of closed and open questions, so please give honest opinion when responding.
The survey can be filled out by all who have used or are using the above measures of the Croatian Employment Service.

Participation in the public debate – Conference “together in preventing and fighting violence against women and domestic violence” Osijek, 25. November 2015.

Women’s Association “Izvor” in cooperation with the Commissions for Gender Equality of Osijek-Baranja County and City of Osijek marked the international day for the Elimination of violence against women and the beginning of the world campaign “16 days of activism against violence against women” by organizing professional public hearing on 25. 11. 2015.  in the premises of the Osijek-baranja County.
The aim of the discussions was to provide the option of the holders of all of the major activities in the area of protection against domestic violence to get acquainted, exchange of practice, the scope of the National strategy for protection from family violence for the period from 2011. by 2016. and proposing solutions for the improvement of administration and progress.

The debate is a contribution towards sensitising the professional and the general public about the problem of family violence and the need for active involvement in the Elimination of all forms of violence and support to all the victims of domestic violence, and above all women, as a group which is most endangered.

In a discussion with the representative of the independent service for victims and witnesses support of the Ministry of Justice, a representative of the Office of Ombudsman, a representative of the Office of the Ombudsman for children, two representatives of the Office of the Ombudsman for disabled persons, two judge Misdemeanor Court in Osijek, two representatives of the State Prosecutor’s Office in Osijek, two representatives of the Police Department of Osijek-Baranja, representative of the social welfare centre of Osijek, two representatives of the Clinical Hospital Osijek, members of Office of State Adminsitration in OBC, but also participated and two representatives of the Center for peace, non-violence and human rights Osijek, a lawyer at the free legal assistance program and project manager “Civil Society for Accountable Governance” IPA 2011 Ms.Ljiljana Božić-Krstanović.
Women’s Association “Izvor” is also and the organization – associate on the mentioned project “Civil Society for Accountable Governance”, which together with OAZA from Beli Manastir and Club woman from Pakrac monitors the effectiveness of the implementation of the Measures 7. -insurance of permanent and temporary housing of victims of violence in the family of the national strategy for protection from family violence for the period from 2011. by 2016. year, while in the work of the local professional team/platform participate in Osijek and the Commission for gender equality of the city of Osijek.

FOCUS GROUP – MONITORING OF IMPLEMENTATION “YOUTH GUARANTEE” – OSIJEK, 3.11.2015.

On the 3rd of November 2015. (on Tuesday) starting at 12:00 in the premises of Regional info-Centre for youth, Ribarska 1, Osijek held a focus group as part of a independent monitoring “Youth Guarantee”.

PRONI/Info-Center for youth Osijek, Organization for Civic Initatives Osijek and Project Civic Democratic Initiatives – Beli Manastir, all associate organisations of the Center for Peace, Non-violence and Human Rights – Osijek, as part of this project “Civil Society for Accountable Governance”, monitor the implementation and effectiveness of the “Youth Guarantee” in the area of Osijek-Baranja County. For the duration of the monitoring of the “Youth Guarantee”, organizations created and distributed (and still distribute) a survey about awareness among young people about the extent of the “Youth Guarantee”, and in the plan is also a developement of a survey on the effectiveness of the measures which it is preceded by the focus groups.

On the focus group participants discussed about the awareness of young people and employers about the scheme and measures in the scheme “Youth Guarantee”, they exchanged the experiences and the positive and negative aspects of measures, the effectiveness of the measures in relation to youth employment, the problems of employers and other relevant entities in this process.

The participants of the focus groups were the Deputy Mayor of the City of Osijek, Mr.Denis Ambruš, Dorotea Telarović,  Department for education, culture and sport Osijek-Baranya County, Ivan Ravlić, representative of the Croatian Employment Service – Osijek, as well as a representative of CISOK, CES, and representatives of the real and the public sector (employers), representatives of civil society organizations, young people who are unemployed and have not used any of the measures of the scheme “Youth Guarantee” as well as those who, passed through a measure  and today they are working on similar or the same jobs for which they were “educated” through one of the measure.

It was concluded, inter alia, that the crucial problem of youth unemployment is educational system-enrolment quotas in certain professions, IE. discrepancy in relation to the labour market, the necessity of practice in secondary schools, particular measures must be seen as a continuation of schooling, parents are sometimes crucial factor at the incitement of children/young people, young people need to be more motivated, interested in search of the measures, as well it is important they need to inform themselves about the path after they finish with certain measure, mentoring is crucial, the specifics of the technical sector in relation to the measure of professional training and that there is a problem in smaller towns and rural areas because lack of institutions/establishments in which young people can do some of the measures.

Shortly before the beginning of the focus groups, representatives of PRONI/Info-Center for youth, presented the key questions and the answers of young, preliminary results from a survey about awareness among young people about the extent of the “Youth Guarantee”.

II. MOTIVATIONAL MEETING WITH LOCAL EXPERT TEAMS – PLATFORMS IN BELI MANASTIR – SEPTEMBER 2015.

Center for Peace, Non-violence and Human Rights – Osijek on 30th of September 2015. organized the second motivational meeting of the local expert team – platform of Beli Manastir for the purpose of strengthening the principles of good governance and anti-discrimination at the local level. The initial meeting of the platform took place in June of this year.

A meeting of the local expert team – platform was held with wholehearted support and assistance of the city administration by providing a free space of “Mala vijećnica” of the Beli Manastir Town Hall for the purpose of the meeting.

Along with the members of the platform, on the meeting participated and one of the Deputy Mayor of the city of Beli Manastir, Mr. Marko Bogatić.

At the meeting it was discussed about the program of integrated physical, economic and social regeneration of the Beli Manastir. The program integrates the activities of the Operational Programme “Competetivness and cohesion 2014-2020” and “Efficient Human Resources 2014-2020” financed from the European Regional Development Fund and European Social Fund. Deputy Mayor of the city of Beli Manastir, Mr. Marko Bogatić introduced to the memebers of the platform with the program, the content and the objectives.

Members of the local platfor concluded that when making intervention plans for the City of Beli Manastir in relation with above mentioned program, City of Beli Manastir must include ideas of local civil society organizations, all the more as some of them are social services providers, and for many years act for the benefit of the community.

At the meeting, they also exchanged information after the refugee crisis in Beli Manastir and have given recommendations how there have to be more coordination so that at every moment, everyone know what is whose responsibility.

Memebers of the local platform discussed the end of the Action plan of the implementation of the measures of the national policy for gender equality for the period 2011-2015 in the area of Osijek-Baranja County. The President of the Commission for gender equality of the city of Beli Manastir presented the activities of the Commission and the implementation of the action plan. The platform adopted a recommendation that for the next period County Commission must include as one of the measure the measure of housing of victims of family violence.

The meeting ended by presenting the process of independent monitoring of selected civil society organizations from Beli Manastir, which began in July 2015.

FOURTH NATIONAL PROJECT PARTNERS MEETING, IPA 2011 “CIVIL SOCIETY FOR ACCOUNTABLE GOVERNANCE”, SDF, PAKRAC, 29th of SEPTEMBER 2015.

On 29th of September 2015. in the premises of Pakrac Office of the SDF, Osijek street 2, Pakrac, we held the fourth meeting of national partners in the project the IPA 2011 “Civil Society for Accountable Governance”, financed by the European Union  IPA 2011 Programme “Reinforcing Support of CSOs in Enhancing Transparency and Good Governance in Croatian Public Administration”.
The meeting was attended by partners from the Serbian Democratic Forum from Pakrac, Informative Legal Center from Slavonski Brod, and the project coordinator Center for Peace, Non-violence and Human Rights Osijek.
A key theme of the meeting was a recapitulation of carried out activities as well as a plan of future activities on the project the IPA 2011.

SURVEY ON THE AWARENESS OF YOUTH ABOUT “GUARANTEE FOR YOUTH”

PRONI Center for social education Osijek, Organization for civic initiatives Osijek-Osijek-O.G.I, a Project of Civic Democratic Initiatives-P.G.D.I. Beli Manastir and Center for Peace, Non-Violence and Human Rights, Osijek conduct a survey on the awareness of young people about the extent of the “Guarantee for youth” in the region of Slavonia and Baranja. Monitoring measures Guarantee “for the youth” is carried out in the framework of the project the IPA 2011 “civil society for a responsible management”, funded by the EU and the Association of the Office for the Government of the Republic of Croatia.

The purpose and goal of the questionnaire is to get an answer whether they are and how much they are young informed about the extent of the Ministry of labor “Guarantee for the youth”. A measure of the “youth Guarantee” is a new approach in addressing the issues of youth unemployment persons are working as fast as the labour market activation. It is a large number of submeasures (more than 20), and some, such as fiscal incentives for employment, training or education are most used. More about the extent of the www.gzm.hr

THIRD NATIONAL PROJECT PARTNERS MEETING, IPA 2011 “CIVIL SOCIETY FOR ACCOUNTABLE GOVERNANCE”, SLAVONSKI BROD, 23rd of JULY 2015.

On July 23, 2015. in the premises of an Informative Legal Center from Slavonski Brod, Slavonski Brod 63 Ante Starčević, was hold the third national project partners meeting of the project IPA 2011 “Civil Society for Accountable Governance”, financed by the European Union assistance funds from IPA 2011 “strengthening support to civil society organizations to increase transparency and sound management of public administration in Croatia.”

The meeting was attended by partners from the Serbian Democratic Forum from Pakrac and Informative legal Center, and the project coordinator Center for Peace, Non-violence and human rights – Osijek.
Key themes of the meeting were: the plan of activities of the project “Civil Society for Accountable Governance” (motivational meetings with CSOs, motivational meetings with local professional teams-platform, the beginning of a independant monitoring, …), the analysis of the monitoring forms.

LOCAL EXPERT TEAM – PLATFORM SET IN CITY OF OSIJEK – JULY 2015.

Center for Peace, Non-violence and Human Rights-Osijek in July 2015. organized a meeting and established a local expert team – platform Osijek made up of selected civil society organizations from the area of the city of Osijek, and representatives/ica local administration and public institutions of the city of Osijek, in order to strengthen the principles of good governance and anti-discrimination at the local level. The sequel is that on the establishment of a local professional platforms that are established during June in the Beli Manastir.

The purpose of the local expert team – platform is that through work develop cross-cutting partnerships and improve the implementation of the principles of good governance and anti-discrimination, suggest the steps and measures for implementing the principles of good governance and anti-discrimination at the local level; to serve as checkpoints for citizens and citizens in issues that concern the anti-discrimination and good governance, to promote the principles of good governance and anti-discrimination and at the meetings identify several problem in the environment in which they operate and to propose steps/measures to address the problem.

For the members of the local platform selected are : Society to help people with intellectual disabilities – Osijek , Organization for the citizens initiative O.G.I. Osijek, PRONI Center for social education, “Consumer Forum” –  Association for protection and promotion of consumers rights Osijek, Women’s Association “Izvor” and representatives of the local administration and public institutions – the city of Osijek (Department of social welfare and health care and the Department of social services) and the Commission for gender equality of the city of Osijek.

At the initial meeting it was discussed about the lack of financial resources for specific services and programs of the CSOs, about the allocation of women victims of domestic violence, the structure of users of social care and the dynamics of employment of women of domestic violence and victims of trafficking, the work of the Council for the protection of the consumers of public services and a legal obligation to be formed into units of local and regional Governments and the obligations of the same bodies to consult when increase prices of individual services, about the lack of CSOs specialized for consumer protection in the region of Slavonia and Baranja, about the difficulties that occur in connection with a legal obligation of employers to employ people with disabilities, working serving/retiring of persons with disabilities and the positive examples from Hungary, on the right to disability pension in cases that a person is in the “daily stay” (dnevni boravak) for people with disabilities for more than eight hours, the assistants in teaching and non educating assistants when we talk about the individual assistance for persons with disabilities (for example, with intellectual disabilities), about the system of education of persons with disabilities, about the necessity of adopting a new Strategy the Equalization of Opportunities for Persons with Disabilities in the area of the city of Osijek for the period after 2015.

Members have also discussed giving a contribution to the public debate on the draft of a new National Plan for Combat Discrimination 2015. – 2020.

MOTIVATIONAL MEETINGS WITH CSOs -MONITORING “GUARANTEE FOR THE YOUTH”, OSIJEK 17th of June 2015.

On 17th of June 2015. a motivational meeting with representatives of partial civil society organizations from Osijek was held. The meeting was attended by: Miren Špek – project co-ordinator for the Osijek-Baranja County Center for Peace, Non-Violence and Human Rights, Osijek, Zdenka Radic, Mirjana Jozanović and Maja Knezevic – PRONI Center/Youth Info-Center Osijek, Martina Cangajst and Marina Mišanović, OCI Osijek.

Co-ordinator for Osijek presented a draft of the monitoring form for youth made by traineer Lars Burem during June. The goal of advocacy is improving the implementation and enhancing the effectiveness of measures to “Guarantee for the youth”, and the general goal of monitoring is the monitoring of the levels of implementation and level of performance measures “Guarantee for the youth”. Monitoring has two sub-objectives, the first whose task is to measure the awareness of young people about the measures (awareness of youth), and another that will measure the effectiveness and impact of the measures on youth employment in the long term. Target persons are between 15 to 30 years.

It was agreed that the survey on information go first, while the focus groups will be held during September 2015, and conclusions, suggestions of participants will use focus groups for updates to the two other remaining surveys – “on the effectiveness of the measures” and one toward employers. As part of the focus groups other than young people who have gone through some submeasures “Guarantees for the youth” invited will be employers, schools, and other public and State institutions. By sprucing up these two surveys will be distributed along with a survey on the awareness among the target groups. Polling will take place online and filling out a written survey. surveying will be conducted from July 2015. until September 2016. when every organization will make a brief report and participate in the analysis of the research – monitoring.

LOCAL EXPERT TEAM – PLATFORM SET IN CITY OF BELI MANASTIR – JUNE 2015.

On 16th of June  2015. we established a local expert team – platform consisting of five members of selected civil society organizations from the area of the city of Beli Manastir, and representatives of the local government and public institutions of the city of Beli Manastir, for the purpose of strengthening the principles of good governance and anti-discrimination at the local level.

The first initial meeting of local expert team – platform was held with wholehearted support and assistance of the city administration by providing a space “Mala vijećnica” of the Beli Manastir Town Hall for the purposes of the initial meeting, and the meeting attended the members of the project team IPA 2011 “Civil Society for a Accountable Governance” project manager Ljiljana Božić Krstanović and project assistant Una Josipović. The establishment of local expert team – platform is preceded by a five-day training in Zagreb, on the theme “Monitoring of policies related with good governance and anti-discrimination” which led the coaches from the Netherlands, and motivational meetings in the white Monastery during April 2015.

In the local professional platform of Beli Manastir are representative of the Peacekeeping group OASIS, representative of the Project Civic Democratic Initiatives – P.G.D.I. and representative of the Roma Association of friendship LUNA, President of the Commission for gender equality of the town of Beli Manastir, and a representative of the town of Beli Manastir in Baranja development agencies.

At the initial meeting it was discussec about the problems of the Roma minority in Beli Manastir, and Darda, the problem of housing victims of domestic violence, and therefore of the inadequacy of their housing, about the problem of unemployment and the walkouts in other countries an increasing number of young people from Baranja, and lack of financial resources for a growing percentage of socially disadvantaged persons.
