THE TRAINING “REPORTING – FROM DATA COLLECTION TO INTERPRETATION AND PRESENTATION OF THE REPORT” HELD IN OSIJEK IN THE PERIOD FROM 27 APRIL – 29 APRIL 2016

Centre for Peace, Nonviolence and Human Rights-Osijek, in partnership with the Informative Legal Centre from Slavonski Brodthe Serbian Democratic Forum, and our Dutch partners – PAX and the Hague Academy for Local Governance, organised a three-day follow-up training in Osijek titled “Reporting – from Data Collection to Interpretation and Presentation of the Report“  which is an integral part of the two-year project “Civil Society for Accountable Governance“ financed by the European Union assistance funds from the IPA 2011 programme titled “Reinforcing Support of CSOs` in Enhancing Transparency and Good Governance in Croatian Public Administration“.

The total of 32 representatives of civil society organisations, local self-government and public institutions from Osijek-Baranja County, Brod-Posavina County and Požega-Slavonia County participated in the training.

The training was held in the Hotel Waldinger in Osijek, in the duration from 27 April to 29 April 2016, and it was lectured/presented by Ms Danijela Širinić, PhD Sc, a Scientific Novice/Junior Scientific Staff member and a Lecturer at the Bachelor collegia – Statistics, Media Publics Research Methods, and Research Methods held at the Faculty of Political Sciences of the University of Zagreb. Whereas the participants of the first training session had gained basic knowledge concerning the creation/identification of indicators and developed the monitoring forms in accordance with specific local topics, this follow-up training session provided the participants with an opportunity to gain skills in data preparation, analysis and reporting on the collected data. The knowledge and skills obtained at the training will enable the participants to apply the monitoring tools and to use the data for a well-argued advocacy.

      

MOTIVATIONAL MEETING WITH CSOs – OSIJEK 12 April 2016

On 12 April 2016, commencing at 10:00, an individual motivational meeting was held with a representative of the civil society organisation from Osijek – “Potrošački forum” (Consumers’ Forum) – as a support to the independent monitoring of the measures “Monitoring of the implementation of Article 25 of the Consumers Protection Act (founding of Counselling bodies in six target towns in the area of Osijek-Baranja County, Brod-Posavina (Sava river region) County, and Požega-Slavonia County)“. The meeting was attended by Natalija Havelka – Project Coordinator for Osijek-Baranja County from the Centre for Peace, Nonviolence and Human Rights-Osijek, and Mira Lukačević-Brumerčak – representative of the “Potrošački forum” Association from Osijek.

At the meeting, the Project Coordinator announced the incoming training “The Reporting – from Data Collection to Interpretation and Presentation of the Report“ which would be held in Osijek in the period from 27 April to 29 April 2016. She emphasised that the purpose of the training was to strengthen the capacities of civil society organisations and local government and public institutions to perform analyses and make reports on implementation of policies in relation to a good governance and anti-discrimination and to engage in advocacy for changing of policies at the local/national level through gaining new knowledge and skills which would enable the CSOs, LG&PIs to analyse the collected data; to report – prepare the findings and recommendations for the change of policies; and to enable them to prepare local action plans.   

MOTIVATIONAL MEETING WITH CSOs – OSIJEK 05 April 2016

On Tuesday, 05 April 2016, the Centre for Peace, Nonviolence and Human Rights-Osijek held a motivational meeting with representatives of Info-Centre for the Young/PRONI Centre for Social Education and with the Organisation of Civil Initiative O.G.I. Osijek. The stated civil society organisations are the collaborators on the IPA 2011 project “Civil Society for Accountable Governance“.

The contents of the motivational meeting included a report on response regarding participation in filling in the survey questionnaires on awareness of young people and their access to information about the measure “Guarantee for Youth“, and the survey questionnaires on effectiveness of the measures “Guarantee for Youth“, as well as the survey questionnaires on effectiveness of measures which had been distributed to employers to fill them in. It was agreed that the survey would be continued further on, and that the invitations/requests for participation in the survey would be sent again to the targeted population, if required.

At the meeting, the Project Coordinator announced the incoming training “The Reporting – from Data Collection to Interpretation and Presentation of the Report“ which would be held in Osijek in the period from 27 April to 29 April 2016. THE SIXTH MEETING OF THE NATIONAL PARTNERS ON IPA 2011 “CIVIL SOCIETY FOR ACCOUNTABLE GOVERNANCE“, SLAVONSKI BROD, 30 MARCH 2016

On 30 March 2016, on the premises of the Informative Legal Centre, in Slavonski Brod, 63, Ante Starcevic street, the sixth meeting of the national partners on the IPA 2011 project titled “Civil Society for Accountable Governance“, funded by the European Union assistance funds from the programme IPA 2011 “Reinforcing Support of Civil Society Organisations in Enhancing Transparency and Good Governance in Croatian Public Administration“.

The meeting was attended by the partners from the Serbian Democratic Forum from Pakrac and the Informative Legal Centre, as well as the grant holder Centre for Peace, Nonviolence and Human Rights-Osijek.

Key issues that were discussed at the meeting was the information on preparations for the follow-up training which would be held from 27 April to 29 April 2016 in Osijek, as well as the plan for future activities on the IPA 2011 project “Civil Society for Accountable Governance“.

MOTIVATIONAL MEETING WITH CSOs – BELI MANASTIR, 09 MARCH 2016

On Wednesday, 09 March 2016, Centre for Peace, Nonviolence and Human Rights– Osijek held a motivational meeting, in Beli Manastir`s Social Centre, with representatives of the P.G.D.I. – Ms Mirela Alagić and Ms Erika Jasnić, the representative of the “Oaza“ Peace Group – Ms Ana Jeličić and the representative of the “Luna“ Association of the Roma Friendship – Mr Duško Kostić. The stated civil society organisations are cooperating on the IPA 2011 project titled “Civil Society for Accountable Governance”.

Contents of the motivational meeting was an arrangement concerning the future activities within the independent monitoring which has been implemented by the stated organisations: P.G.D.I. Project of Civil Democratic Initiative has been monitoring the efficiency of implementation of the measure “Guarantee for Youth“, Peace Group Oaza has been monitoring the efficiency of implementation of the Measure 7 “To provide permanent and temporary housing care for the victims of domestic violence in accordance with the available housing units“ as stated in the “National Strategy of Protection against Domestic Violence, for the period from 2011 until 2016”, whereas the Association of Roma Friendship has been monitoring the implementation of the Measure 2.4.3 “To organise the programmes of public works and include in these programmes the long-term unemployed persons – members of Roma national minority“ as stated in the Action Plan for Implementation of the National Strategy for Inclusion of Roma people for 2013-2015.

The Project of Civil Democratic Initiative – P.G.D.I from Beli Manastir and the Project Coordinator have determined that there was a poor response of youngsters for the participation in the survey (poll) on the efficiency of measures of the “Guarantee for Youth“. Concerning the stated fact, the Project Coordinator has sent kind requests to the addresses of several municipalities and town administrations in our county requesting them to distribute the survey to the young who were using or had been using some of the measures of the “Guarantee for Youth“ within their administrative bodies. The same kind request has been sent to the Kneževi Vinogradi Municipality Youth Council.

The Association of Roma Friendship “Luna“ from Beli Manastir has continued with a distribution of survey questionnaires to members of Roma national minority – the users of the public works. The Project Coordinator has received a memo sent by the HZZ Croatian Employment Agency – Beli Manastir Department concerning the actual number of members of Roma national minority who had been included in the programmes of public works during 2015. According to their records, there was a total of 137 members of Roma national minority who were included in the programmes in the Baranja region during 2015.

The representative of the Peace Group “OAZA“ from Beli Manastir has submitted the survey questionnaires filled out by the City of Beli Manastir and the Beli Manastir Centre for Social Welfare, co-holder of the Measure 7 – provision of a permanent or a temporary housing care for the victims of domestic violence as stated in the National Strategy of Protection against Domestic Violence for the period from 2011 to 2016. None of the mentioned co-holders has recorded any housing care requests for the domestic violence victims whatsoever during 2015.

FIFTH NATIONAL PROJECT PARTNERS MEETING, IPA 2011 “CIVIL SOCIETY FOR ACCOUNTABLE GOVERNANCE”, OSIJEK, 13th of JANUARY 2016.

On 13th of January in premises of Centre for Peace, Non-violence and Human Rights Osijek, we held the fifth (5.) meeting of national partners in the project the IPA 2011 “Civil Society for Accountable Governance”, financed by the European Union  IPA 2011 Programme “Reinforcing Support of CSOs in Enhancing Transparency and Good Governance in Croatian Public Administration”.
The meeting was attended by partners from the Serbian Democratic Forum from Pakrac, Informative Legal Center from Slavonski Brod, and the project coordinator Centre for Peace, Non-violence and Human Rights Osijek.
A key theme of the meeting was a conversation and tasks (agreement) about interim report and plan of future activities in 2016. – second year of project implementation.

II. MOTIVATIONAL MEETING WITH LOCAL EXPERT TEAMS – PLATFORMS IN OSIJEK – DECEMBER 2015.

Centre for Peace, Non-Violence and Human Rights – Osijek on 14th of December 2015. organized the second motivational meeting with the local expert team – platform Osijek in order to enhance the principles of good governance and anti-discrimination at the local level. The initial meeting of the platform took place in July this year.

In a meeting together with the members of the platform participated and Head of Department of finance and the procurement of the City of Osijek, Mr. David Krmpotic.

One of the key topics of the meeting was the transparency of the local budget, on the occasion of the City of Osijek award of recognition for the transparency of the budget for the year 2015., awareded by the Institute for the Public Finances. Mr. David Krmpotic, presented a new project of the City of Osijek – weblog “Čist račun – osječki proračun” in which citizens have a complete, accurate and timely information about the revenues and expenditures of the municipal/city budget. This project aims to ensure good communication between the City and its citizens, to get budget closer to the citizens and to encourage them to follow the activities of the City and participate in creation of the weblog.

Hereafter we discussed the annual financing of the Association/CSOs through the proposals on City’s competition and a new model of funding. The representative of “Potrošački forum” pointed out the problem of financing the Counseling for consumers, and the obligations of cities- local government, in accordance with the Law on the Protection of the Consumers to finance the work Counseling.
Members concluded that the mentioned project certainly contributes to the principles of good governance (citizens ‘ participation, transparency, …), and that should continue with the same.

At a meeting of the platform members exchanged the informations about the expiration of the City’s Strategy of Equalisation of Opportunities for Persons with Disabilities in the area of the city of Osijek for the period from 2011. to 2015. A member of the platform, a representative of the City’s Department of Social Welfare and Health reported that in mid-2016. new local strategy will be adopted, and in the process of drafting together with he  Commission for people with dissabilities a role will be given to numerous CSOs that will be invited to teh round table in in early 2016. so the city get feedback and recommendations.
Members of the platform agreed that in the process of drafting new local Strategies should include all the relevant stakeholders, and in particular the CSOs for disabled to clearly point to the new problems and give recommendations to address them. Members of the platform consider the local Strategy was certainly a successful tool in the combat against discrimination of persons with disabilities.

The current implementation of the Action plan for the implementation of the measures of the national policy for gender equality for the 2011-2015 in the area of Osijek-Baranja County was commented in relation to the City of Osijek. President of the Commission for gender equality of the City of Osijek, Mrs. Sanja Stipanić presented to the members implementation of the Action plan at the local level. Members discussed about implementations of campaigns and other activities whose aim was to familiarise the public with the Law on gender equality and other discriminatory laws and mechanisms of protection against gender discrimination, about the marking of the relevant days related to gender equality, and on the political representation of women in the legislative and executive authorities, at regional and local level (Out of two deputy mayors none is woman, 2 out of 7 Heads of Departments are women and 9 out of 36 City delegates are women).
Members of the platforms consider that during the drafting of the next Action plan, City Commissions (Beli Manastir and Osijek) propose to the County Commision to include a measure that will relate to housing of victims of  domestic violence.

To the members was presented and the process of an independent monitoring by CSOs in the area of Osijek “Civil Society for Accounatble Governance” IPA 2011.

MOTIVATIONAL MEETINGS WITH CSOs IN BELI MANASTIR ON 16th of DECEMBER 2015.

On Wednesday, 16th of December 2015., Center for Peace, Non-violence and Human Rights – Osijek, held at the Beli Manastir Community Center motivational meeting with representatives of P.C.D.I.  Erika Jasnić and Mirela Alagić, Peace group “Oaza” Ana Jelicic and Association of Roma friendship “Luna” Duško Kostić. Civil society organizations are associates on the project IPA 2011 “Civil Society for Accountable Governance”.

The contents of the motivational meeting regarded support in independent monitoring carried out by the above organization: P.C.D.I. monitors the effectiveness of the implementation of the measures “Guarantee for the Youth”, a Peace group “OAZA” monitors the effectiveness of the implementation of the measures 7. “To provide permanent and temporary housing to victims of domestic violence in accordance with the available housing areas” of the “National Strategy for Protection from Domestic violence, for the period from 2011.-2016.” and Association of the Roma friendship monitors the implementation of the measure 2.4.3 “To organize public works programs and include the long-term unemployed persons, members of the Roma national minority from the Action plan for the implementation of the National strategy for Roma inclusion 2013-2015.”

The meeting discussed the process of a independent monitoring from July to December 2015., the progress made and future activities.
Peace group “Oaza” – Beli Manastir and the Women’s Association “IZVOR” in mentioned period fulfilled several surveys with users. It’s about the victims of domestic violence and the possibility of applying for a housing care. During November/December of 2015. they sent memos with survey questionnaire toward subcarrier of the measures (local Centres for social care Osijek and Beli Manastir, the administrative departments of cities, State Real Estate Agency).

Project Civic Democratic Initiatives – Beli Manastir, Youth Info-Center/PRONI Center for social education and Organization of Citizens Initiative – O.C.I. in Osijek rolled and distributed a survey about awareness among young people about the measures “Guarantee for the Youth”. The survey has been filled by more than 200 young persons (15-30 years). Organisations collected the number of informative workshops by Ministry of labour on the measures “Guarantee for the Youth”, as well as the statistical data of the Croatian Employment Service in relation to the number of unemployed young people in 2013/2014. and the first half of the year 2015. In November a focus group was held which was attended by 16 participants. In December, on the basis of held focus groups, organisations made the survey on the effectiveness of measures to “Guarantee for the Youth” that is currently in distribution.
The Association of Roma friendship “Luna” from Beli Manastir drafted and began with the distribution of the survey questionnaire towards the Roma – users of public works. During November organisation received the reply from the CES – Regional Office – Osijek and Beli Manastir – branch office regarding the obtaining of statistical data on the number of members of the Roma national minority that are involved in public works programs in the area of Baranja, for 2014. During November/December memos to the municipalities and Roma associations which have carried out a program of public works for the Roma in 2014. were sent together with a survey about customer satisfaction program.

SURVEY ON EFFECTIVENESS OF MEASURES “GUARANTEE FOR YOUTH”

Center for Peace, Non-violence and Human Rights – Osijek, Info-Center for Youth/PRONI – Center for social education from Osijek, Osijek Civic Initiative – O.C.I. and Project Civic Democratic Initiatives from Beli Manastir – P.C.D.I. research on the effectiveness of measures “Guarantee for Youth” in the region of Slavonia and Baranja. Monitoring is carried out in the framework of the project the IPA 2011 “Civil Society for Accountable Governance”.

The purpose and goal of the survey is to get an answer about the effectiveness of measures “Guarantee for the youth”. A measure “Guarantee for the Youth” is a new approach in addressing the issues of youth unemployment (up to 30 years old) in the interest of  fast labour market activation. Participation in the public debate – Conference “together in preventing and fighting violence against women and domestic violence” Osijek, 25. November 2015.

Women’s Association “Izvor” in cooperation with the Commissions for Gender Equality of Osijek-Baranja County and City of Osijek marked the international day for the Elimination of violence against women and the beginning of the world campaign “16 days of activism against violence against women” by organizing professional public hearing on 25. 11. 2015.  in the premises of the Osijek-baranja County.
The aim of the discussions was to provide the option of the holders of all of the major activities in the area of protection against domestic violence to get acquainted, exchange of practice, the scope of the National strategy for protection from family violence for the period from 2011. by 2016. and proposing solutions for the improvement of administration and progress.

The debate is a contribution towards sensitising the professional and the general public about the problem of family violence and the need for active involvement in the Elimination of all forms of violence and support to all the victims of domestic violence, and above all women, as a group which is most endangered.

In a discussion with the representative of the independent service for victims and witnesses support of the Ministry of Justice, a representative of the Office of Ombudsman, a representative of the Office of the Ombudsman for children, two representatives of the Office of the Ombudsman for disabled persons, two judge Misdemeanor Court in Osijek, two representatives of the State Prosecutor’s Office in Osijek, two representatives of the Police Department of Osijek-Baranja, representative of the social welfare centre of Osijek, two representatives of the Clinical Hospital Osijek, members of Office of State Adminsitration in OBC, but also participated and two representatives of the Center for peace, non-violence and human rights Osijek, a lawyer at the free legal assistance program and project manager “Civil Society for Accountable Governance” IPA 2011 Ms.Ljiljana Božić-Krstanović.
Women’s Association “Izvor” is also and the organization – associate on the mentioned project “Civil Society for Accountable Governance”, which together with OAZA from Beli Manastir and Club woman from Pakrac monitors the effectiveness of the implementation of the Measures 7. -insurance of permanent and temporary housing of victims of violence in the family of the national strategy for protection from family violence for the period from 2011. by 2016. year, while in the work of the local professional team/platform participate in Osijek and the Commission for gender equality of the city of Osijek.
